Solwezi, June 11, 2025, ZANIS — North-western Province Deputy Permanent Secretary, Lackson Mulumbi, has urged the National Pensions Scheme Authority (NAPSA) to sensitise local authorities on pension management.

Mr Mulubi observes that people will only appreciate what the authority is doing if they are well informed about pensions.

Speaking when a team of officials from NAPSA and Local Authorities Superannuation Fund (LASF) led by Principal Local Government Officer, Lynnety Mukonde, paid a courtesy call on him, Mr Mulumbi advised NAPSA to explain the proposed reforms for people to fully understand and appreciate issues of pension management and adherence.

He added that there is a growing need to have supplementary pension funds besides NAPSA and allow those in the public service to have options, and urged LASF to heighten sensitisation of their services.

“People know more about NAPSA than LASF and therefore there is a need for you LASF officials to give as much information about your services,” he said.

He noted that there is no country that grows without proper pension management, as such the sensitisation activity will increase knowledge levels among members of the public.

Mr Mulumbi added that information on benefits, partial withdrawal and claims should be effectively clarified.

“There is a lot of misinformation of who gets what and how when a person dies and this should be explained extensively,” he added.

Mr Mulumbi has further advised NAPSA to extend its sensitisation to the private sector where most reports of non-compliance are reported.

“I would like to urge you to extend your sensitisation to the private sector, because I know we have challenges relating to compliance with remission of returns and also expand your base to other districts,” he said.

Meanwhile, Principal Local Government Officer, Lynnety Mukonde, said the sensitisation programme is targeting principal officers and union members.

And LASF Strategy and Business Performance Manager, Patience Phiri, says introduction of supplementary pension is one of the deliverables in the 8th National Development Plan.

She said apart from local authorities, LASF will also interact with utility companies on the proposed contribution rates as well as the proposed benefits.

Meanwhile, Napsa North-western Area Manager, Chela Sinyangwe, disclosed that the authority has introduced mobile offices in districts where they do not have physical offices in order to have a large coverage.
