Zambia National United Freedom Fighters Association, Vice Chairman, Yotam Chikamba, has proposed that the nominated Members of Parliament (MP) should be increased from the current 8 to 20.

 

Mr Chikamba says the increased 20 nominated MPs must possess specialised skills and expertise that can assist in the smooth running of Cabinet.

 

Making submissions to the Technical Committee on the Constitutional Amendments in Lusaka today, Mr Chikamba believes that in an event that few MPs have been elected, the President can choose his Cabinet from the nominated 20.

 

He also proposed that the term limit for MPs must be restricted to five years and that the election petition be raised from 14 days to one month.

 

Mr Chikamba said this is to allow for the Judges to prepare and study the petition case before judgement is granted.

 

Another senior citizen, Betty Chilunga submitted that delimitation of large constituencies must be included in order to enhance service delivery and foster economic development.

 

She added that when large constituencies are divided, administration of the Constituency Development Funds (CDF) will be enhanced.

 

Ms Betty proposed that the plight of freedom fighters must be included in the Republican constitution, just like women, youths and people with disabilities should be considered in leadership positions.

 

She explained that much as the government appreciates freedom fighters, there must be a supportive clause in the constitution to speak to the welfare of the freedom fighters.

 

And Former Minister of Youth, Sport and Arts, Kenneth Chipungu, has proposed the reintroduction of the position of a Deputy Minister to help the Cabinet Minister to run the Ministry efficiently.

 

Mr Chipungu observed that the ministry has a number of activities that cannot be handled by the Cabinet Minister alone.

 

He also proposed that some districts, constituencies and wards that are far too large to manage must be subdivided for them to receive meaningful development.

 

The government has constituted a Technical Committee on Constitutional Amendments to undertake a consultative and inclusive process of reviewing provisions of the constitution of Zambia.
