The Social Cash Transfer (SCT) Programme in Kapiri Mposhi District has reached 100 percent digitalization, with all 25,068 beneficiaries successfully migrated to digital payment platforms.
Kapiri Mposhi District Commissioner Francis Hasalama disclosed this in an interview with ZANIS, stating that the transition to digital systems will enhance efficiency and ensure the timely disbursement of funds to beneficiaries.
“In 2025, a total of 19,743 beneficiaries were already on digital platforms, but the government has since added 5,325 more beneficiaries, who have now also been migrated, bringing the district to 100 percent digital transactions” Mr Hasalama said.
He expressed satisfaction with the development, noting that beneficiaries will no longer endure long queues or physical strain during payments, particularly the elderly and persons with disabilities.
He explained that the digital system will promote transparency by minimising the risk of fraud and mismanagement of funds.
“The beneficiary funds will now be more secure, as payments will be made directly into secure accounts or their personal mobile wallets, reducing risks associated with handling cash,” he said.
Mr Hasalama described the migration as a significant milestone in the digitisation of social protection services, in line with government policy and global best practices.
“We are making sure that our beneficiaries use the strongest network in their area. We are using all networks Airtel, MTN, Zamtel and Zoona so that we increase efficiency in network connectivity,” he said.
Meanwhile, the District Commissioner has called for support for elderly beneficiaries unfamiliar with digital technology to ensure they accessed their funds smoothly and without difficulty.
